I suspect the Baltic States (especially Latvia and Estonia) have already got here! I know Talinn has lots of Scottish bars and Riga is a favourite stag/hen venue.
I am also aware that Cracow in Poland is becoming very popular with a strong Uni-based night life and lots of cultural and scenic attractions as well.
