I would like to know if it needs to be above a certain height or if there are any other conditions that are a factor for eternal snow to be formed. Thanks!
What we call eternal snow is not really eternal because it is renewed like said by the first person who answered, but a place that will always have snow regardless the season, like the top of very high mountains.

not sure what you mean by eternal snow ,but snow is never eternal
at high elevation it would build up and eventually avalanche down the mountain
At the poles it would be crushed by layers of new snow and turn to ice
Eternal subzero temperatures and water in the atmosphere.
