What are the conditions for eternal snow to form?

What we call eternal snow is not really eternal because it is renewed like said by the first person who answered, but a place that will always have snow regardless the season, like the top of very high mountains.

    not sure what you mean by eternal snow ,but snow is never eternal
    at high elevation it would build up and eventually avalanche down the mountain
    At the poles it would be crushed by layers of new snow and turn to ice
