That doesn't mean he can travel around the rest of Europe. That vist visa is only for the UK. So he can't travel to Spain with you. You mention he has a Pakistani Passport. So if he lands in Spain where is the visa stamp by the Spanish to let him vist there? As your a British subject you can travel anywhere within the EU but your brother can't He has only a visa to vist the UK. That doesn’t mean he can travel around the rest of Europe. That vist visa is only for the UK. So he can’t travel to Spain with you.

Those holding Australia, Canada, Israel, Ireland, Japan, New Zealand, Switzerland, and the US passports DO NOT need visas for stays of up to 90 days. The UK visit visa will only help in going to Northern Ireland, Wales and Scotland! If you hold a EU passport then you DON’T need a visa to visit.
