Tell them to go to the egyptian embassy for their visas. This is advisable but they can also get it by the airport. You will need your passport, some money, and two id photos of each person. Phone them before to make sure or log on their website.

Visa Issuance:
- On arrival: if required, a tourist visa is issued for a max. stay of 15 days (free of charge) to those entering Egypt via South Sinai (through Sharm El Sheik, Saint Catherine or Taba airports), provided remaining in South Sinai resorts and not continuing to any other city in Egypt.
Additional Information:
- Nationals of India must hold onward or return tickets.
Deportation will follow if not holding onward or return tickets.
So if you plan to see all of Egypt your parents need to apply for a regular tourist visa at the Egyptian Embassy.
I don’t know whether they need to apply in India or may do it from Dubai. The embassies of my country for example do not take visa application from visitors, they must apply in their home country or in a country where they hold a long stay residence permit.
Why don’t you just call the Egyptian embassy at Dubai? It will be much easier to get the information than in India.
