Yes a citizen of the Philippines who is a permanent resident of Canada does need a visa to go to the U.K….as do all other philippine citizens . See site below…the fact of being a Canadian permanet resident makes no difference as far as visas are concerned. See 2nd website to apply for visa on-line and make an app’t for an on-line interview.
